No mobs do not spawn on carpet.

Carpets can now be placed on top of any block including non solid blocks. Will creepers spawn in this environment. If slabs are surrounding a spawner the mobs will still spawn same goes for carpet. The last 25 of the walkway is double layer carpet and it looks like they can t spawn there.
